About the Role
The Shift Charge Engineer is responsible for overseeing all plant operation activities during their shift, ensuring that operations are conducted safely and efficiently in alignment with approved Standard Operating Procedures (SOPs), quality standards, time schedules, and other operational requirements. This role involves the safe startup and shutdown of the plant, and maintaining compliance with safety regulations.

Roles & Responsibilities
- Comply with safety rules and regulations; be fully aware of safety hazards in the plant.
- Be familiar with plant O&M agreements, P&IDs, SOPs, Work Instructions, operation and control logics, emergency operation procedures, regulatory requirements, and related documents.
- Ensure the plant is operated according to established standards with minimal risk to staff, machinery, and materials, while complying with safety and environmental standards.
- Coordinate with all departments on plant operation activities during the shift, ensuring adherence to safety rules and regulations; possess a complete understanding of the permit to work system and issue and cancel permits as authorized.
- Oversee operational schedules to achieve targeted production availability safely and efficiently; coordinate status changes with the Operations Manager.
- Make prompt on-the-spot decisions to address abnormalities or disturbances; take corrective actions during emergencies; supervise various operational checks and non-routine activities such as preservation and acid cleaning.
- Upon authorization, issue work permits for maintenance activities; understand the permit to work procedure and normalize equipment after maintenance.
- Monitor overall plant status and summarize activities in log books; complete daily plant status reports and communicate all activities that occurred during the shift.
- Maintain staff evaluation records and vacation schedules; prepare evaluation forms for personnel requirements.
- Prepare incident/accident reports and other necessary documentation for departmental review, submitting to authorities in a timely manner, while keeping accurate records of all activities performed in the plant.
- Assist in training and familiarizing new personnel in shift operations.
- Study and propose modifications to enhance plant efficiency.
- Oversee Environmental Aspect-Impact and Hazard Risk Assessments, ensuring they are carried out, controlled, and updated.
- Implement and monitor Integrated Management System (IMS) objectives, targets, and programs, while reporting deviations and identifying root causes for corrective and preventive actions.
- Ensure regulatory compliance within the scope of activities undertaken.
- Identify the root cause of non-conformances/deviations, implementing corrective and preventive actions.
- Identify competency gaps among subordinate personnel and implement necessary measures.
- Conduct periodic performance evaluations of direct reports.
- Provide on-the-job training for new employees and evaluate their performance.
- Identify, document, and control hazards in the assigned work area and ensure operational controls are followed.
- Manage emergencies, incidents, and near misses effectively.
- Communicate with the Load Dispatch Center on operational matters.
- Perform other duties as assigned.
Job Specifications
Educational Qualifications
- Desired: Bachelor of Engineering is essential.
- Preferred: Post Graduate in Engineering with specialization in Power Plant Engineering.
Minimum Experience
- Minimum: 8 years in Power/Desalination/RO Plant operations.
- Preferred: Experience in similar plants within the Middle East.
Required Skills
- Understanding of Quality, Occupational Health & Safety, and Environmental Management System principles.
- Knowledge of applicable legal requirements.
- Proficiency in conducting Root Cause Analysis (RCA).
- Experience in Hazard Risk Assessment.
- Familiarity with Aspect Impact Assessment.
- Strong investigative skills.
- Knowledge of spillage containment protocols.
- Capability to manage HSE emergencies.
- Proficient in the identification, classification, and disposal of waste.
- Familiarity with Emission Monitoring practices and parameters.
- Well-versed in Power/Desalination/RO operational activities.
- Strong decision-making skills under pressure.
- Excellent leadership capabilities.
- Strong analytical skills.
Desired Certifications/Skills/Training
- Preferred working knowledge of SAP.
- Knowledge of ISO 9001, ISO 14001, and OHSAS 18001 standards is advantageous.
