About the Role
The position involves reviewing, studying, and supervising workforce planning activities within the company. The objective is to develop Workforce Plan templates for all business units to ensure adequate human resources are in place to fulfill both short-term and long-term objectives. The role includes developing the company’s Nationalization intake plan in collaboration with relevant business units and working alongside the Talent Development Department to integrate the plans for Entry Point Employees into the workforce business plan.

Key Accountabilities
Workforce Planning
- Monitor the company’s annual and long-term workforce planning needs to ensure the development of realistic Workforce Plans.
- Supervise the development of the annual National intake and 10-year plans and ensure their alignment with the company’s Emiratization targets.
- Ensure timely provision of accurate workforce information that supports corporate planning and decision-making processes.
- Provide accurate information and statistics on vacant/critical positions to facilitate the development of the Annual Recruitment/Critical Emiratization Plan.
- Analyze corporate headcount forecasts and ensure alignment with intended targets, providing recommendations for cost minimization and other areas of interest.
- Validate recruitment requisitions and employee status changes to ensure alignment with the recruitment plan and availability of vacancies.
- Liaise with the Talent Development team to ensure that integration plans for Entry Point Employees are in place.
- Monitor the effectiveness of automation features related to workforce planning dashboards and systems.
- Review and analyze the annual workforce 10-year Business Plan, presenting data in useful formats for decision-makers.
- Support business units with workforce data to help them prepare their inputs for the workforce business plan.
- Ensure workforce planning processes are efficient and aligned with the organization structure to support the achievement of strategic objectives.
- Assist external consultants by providing organizational information to facilitate the professional execution of organization and workforce studies.
Workforce Budget
- Develop the annual workforce budget input and oversee its compilation to support the workforce planning process.
Qualifications, Experience, Knowledge & Skills
Minimum Qualification
- Bachelor’s degree in Human Resource Management, Business Administration, or an equivalent professional qualification.
Minimum Experience & Knowledge & Skills
- A minimum of 9 years of experience in Workforce Planning/Human Resource Management, preferably in the Oil/Gas industry, with at least 4 years in supervisory roles.
- Excellent verbal and written communication skills, along with strong interpersonal skills.
- Extensive experience in workforce planning, headcount forecasting, and financial budgeting.
- Proven ability to analyze, organize, and direct positive organizational change.
- Knowledge of commercial and cost control.
- Experience in leveraging HR systems/technology to create workforce analytics and metrics.
- Experience in developing and utilizing predictive analytics and statistical modeling.
- Strong root cause analysis skills.
- Experience in drafting clear and analytical reports on workforce and positions.
- Understanding of applicable employment laws and regulations.
