Sr. Piping Commissioning Engineer

About the Role
The company is looking for a Senior Piping Commissioning Engineer with experience in MEGA EPC projects to be based in Abu Dhabi for a PMC project. The Senior Commissioning Engineer will guide the EPC Contractor to meet completion milestones throughout various phases of the project, from construction completion to pre-commissioning, commissioning activities, and ultimately a successful startup and project handover to operations. This role requires expertise in completion activities and support for the Onshore Completion Lead and EPC Contractor to ensure implementation of the approved Completion Management System, procedures, and workflows according to company and industry standards, all while adhering to project schedule and cost constraints.

Qualifications

• A bachelor's degree in engineering (Chemical, Mechanical, Electrical & Electronics) or equivalent from an accredited university.
• Fifteen (15) years of relevant experience in the completion/turnover within commissioning/operation readiness environments.
• Experience in the GCC region is preferred.
• At least five (5) years of experience in a similar position in Oil & Gas or Petrochemical projects, particularly in commissioning sour gas, Utilities, Power Steam and Generation and air separation projects.
• Proficient with Completion Management Systems and familiar with large database populations for checking and quantifying completion data.
• Working knowledge of systemization, P&IDs, and completion processes.
• Familiarity with international standards (API, ASME, IEC).
• Ability to review technical documentation and certification records.

Job Purpose
The Senior Piping Commissioning Engineer will be responsible for ensuring all project systems are completed, certified, and handed over in full compliance with standards. This role involves collaboration with the EPC contractors and management of completion activities, ensuring that all contractual and compliance requirements are met.

Roles & Responsibilities
A- Leadership and Management:

• Provide guidance to EPC Contractors and Sub-Contractors on completion deliverables and implementations.
• Support systemization activities, including system and subsystem definition.
• Review completion/turnover deliverables issued by EPC Contractors.
• Verify mechanical completion certificates requirements for various systems and subsystems.
• Participate in completion and commissioning meetings and other relevant meetings.
• Ensure completion and handover methodology complies with related contractual documents.

B- Planning and Execution:

• Ensure the reliability of Project Completion Management System Database for project tracking and monitoring prior to completion acceptance.
• Utilize Completion Management Systems for tracking and reporting.
• Monitor Contractor’s Mechanical Completion (MC) and Pre-Commissioning activities daily.
• Ensure implementation of completion deliverables proceeds as per the commissioning sequence plan and project schedule.
• Support generation and tracking of punch items (Category A/B/C) and verify closure of critical punch items prior to completion acceptance.
• Report completion progress, key issues, and readiness status to other departments.

C- HSE & Quality Assurance:

• Ensure EPC Contractor compliance with HSE regulations during construction, quality, and commissioning activities.
• Provide support and guidance for managing risks before commencing pre-commissioning and commissioning activities to ensure compliance with project standards and requirements.

D- Interface & Stakeholder Management:

• Coordinate with Contractor, QA/QC, Commissioning Team, and Operations representatives.
• Support approvals for Mechanical Completion and RFSU.
• Assist in verifying the process of facilities' final handover to operations aligns with project contractual requirements.
