The Testing & Commissioning Engineer is responsible for commencing, coordinating, and completing Testing & Commissioning Works of the Electrical substation protection and control systems in accordance with the overall targets (Safety, Quality, Cost, and Delivery) defined for the Project and in line with the technical specifications of the Contract.

Key Responsibilities
- Organizing and managing all the substation tests
- Preparing test plans and associated test procedures
- Carrying out all types of site tests of protection and control systems
- Establishing and updating testing schedules, in accordance with the overall project schedule
- Managing test equipment on-site (such as digital multi-meters, injection sets, watt-meters) and ensuring their calibration certificates are valid
- Checking all tests performed on-site are in accordance with contract requirements (quality, type)
- Issuing and managing non-conformance reports when required
- Ensuring marked-up drawings for the preparation of as-built documentation
- Centralizing and filing test reports, ensuring they are duly approved/signed by Consultant (if any) or Client
- Organizing and managing the backup of all equipment computer files (e.g., protection relays settings, equipment configuration)
- Ensuring compliance with PMH, GRID Quality & EHS Policies, and IMS procedures
- Recording and reporting of Quality Objectives & KPI data
- Coordinating with the Client for daily activities
- Recommending field changes beneficial to plant operations or necessary for efficient commissioning
- Preparing final commissioning reports highlighting problem areas, recommended engineering changes, improvements in organizational efficiency, and personnel performance evaluations
- Preparing monthly progress reports of activities performed by the commissioning group
- Checking on safety procedures, including Permits, Method Statements, Risk Assessments, and LOTO during operations
Required Qualifications
- Bachelor’s Degree in Electrical Engineering or relevant field
- Minimum 7 years of working experience as a Testing and Commissioning Engineer in a similar industry
- Familiarity with Protection & Control, including all protection panels for different voltage levels (400/132/33/11kV)
- Strong knowledge in all control panels for different levels (including AVR, ABTS, ACCS, AMR)
- Proficiency in SAS design, testing, and commissioning
- Ability to prepare interface (CID) files with SAS systems
- Ability to influence internal stakeholders to achieve project goals
- Strong communication skills to convey project issues to senior leadership
- Proficiency in English and Arabic
