TMIS Operation Manager

ABOUT THE ROLE
The TMIS Operation Manager is responsible for the day-to-day management of the Training Management Information System (TMIS) ecosystem, overseeing the data within it and the functioning of the TMIS Operation Management Team. This role is critical to maintaining efficient training operations for the Royal Saudi Air Force (RSAF) and ensuring compliance with corporate requirements.

JOB ACCOUNTABILITIES

• Manage recruitment for the TMIS Operation Team in conjunction with the relevant functions.
• Monitor and manage the performance of TMIS operation staff, including assigned PDRs.
• Identify, develop, and publish business processes to maximize the effective use of the TMIS.
• Direct and oversee the capability upgrade lifecycle of the TMIS platform to achieve and validate Full Operational Capability (FOC).
• Ensure the integrity and security of the TMIS and associated data through the development of functional processes.
• Manage data extraction, recording, indexing, cleansing, and analysis, maintaining effective data lifecycle management.
• Facilitate interoperability and integration of the TMIS with other training systems and support assets.
• Identify and implement improvements to the TMIS, serving as the primary technical authority for system adaptations and customizations.
• Liaise with external contractors and service providers for effective TMIS operation.
• Collaborate with relevant functions to ensure operational efficiency.
• Coordinate reporting requirements with customers and internal stakeholders.
• Synchronize and integrate cadet performance data across different operational directorates.
• Ensure compliance with statutory, regulatory, and corporate requirements.
• Make informed recommendations based on data and best practices.
• Be aware of the impact of decisions on resource utilization, influencing other budget holders as necessary.
• Manage SHE and Duty of Care responsibilities in compliance with SHE policies and processes.

RECRUITMENT SPECIFICATION
Essential

• Educated to degree level in IT or equivalent experience as a leader/manager in related fields.
• Knowledge and understanding of Training Governance policies and procedures.
• Familiarity with Training and Engineering Lifecycle Management processes and reporting requirements.
• Experience in database administration and management.
• Background in programming and planning, preferably in a training environment.
• Knowledge of financial and commercial practices.
• Preferred experience with RSAF practices and procedures.
• Expertise in Training Systems administration and best practice from previous roles.
• Proven experience in managing training systems, staff, and resources.
• Ability to make rapid yet considered decisions in dynamic environments.
• Capable of influencing a broad range of stakeholders.
• Strong interpersonal skills to coordinate diverse activities and motivate a multinational workforce.
• Competence in personnel management and development.
• Self-motivated with the ability to work independently.
• Ability to conduct formal presentations and lead discussions on best practices.
