The HSSE Officer is responsible for enforcing health, safety, security, and environmental regulations across assigned sites in the UAE. This role aims to minimize risks and ensure compliance with local and internal standards through regular inspections, audits, and hazard prevention strategies. The officer will play a crucial role in emergency preparedness, documentation management, regulatory compliance, and continuous improvement of HSSE practices. Additionally, the HSSE Officer is expected to support training and development initiatives, participate in incident reporting and analysis, and engage with internal and external stakeholders to uphold the highest safety standards.
What You Will Do:
Loss Prevention
- Increase HSE-related hazard/gap identification & reporting by 65% through regular inspections and monthly update meetings with Site Safety Committees.
- Achieve a 45% reduction in preventable incidents by assigning appropriate Action Plans and implementing corrective and preventative measures.
- Visit and inspect all assigned sites daily, ensuring identified hazards are closed or controlled to prevent losses. Maintain records of actions taken on the "Site Compliance & Hazard Tracker".
- Participate in HSSE Compliance Audits, recording findings on the "Site Compliance and Hazard Tracker" and communicating with Site Safety Committees.
- Conduct daily verification of security operations, report discrepancies, and evaluate security performance, aiming for a Security Competency and Quality score of 75% or more by December 2023.
- Maintain fire detection, alarm, and fighting systems in full working order, coordinating with contractors and facility engineers to rectify defects.
- Report all incidents on the HSSE IMS immediately, conducting manual incident investigations where necessary and ensuring closure within 24 hours.
- Ensure safety boards are updated, personnel follow safety regulations, and PPE is used.
- Support the HSSE Manager in site safety meetings by maintaining hazard trackers with progress updates.
- Conduct weekly toolbox talks to enhance personnel knowledge of HSSE regulations.
- Collaborate with the HSSE Training & Awareness Executive for awareness campaigns and training.
Emergency Preparedness & Response
- Ensure sites comply with fire and alarm system regulations and develop site-specific emergency response actions.
- Conduct and supervise emergency evacuation exercises.
- Execute monthly Fire Safety Inspections and maintain records. Achieve 80-89% compliance with fire safety requirements.
- Ensure manpower is trained as First Aiders & Fire Wardens in compliance with regulations.
- Organize two evacuation exercises annually at each site and ensure emergency response plans and resources are effectively communicated and accessible.
- Conduct monthly Emergency Response Team meetings and maintain first aid kits and life safety systems in good condition.
Documentation & Inventory Management
- Maintain accurate HSSE records including certifications, equipment inventory, incidents, and procedures.
- Ensure emergency procedures are understood by all site personnel and MSDS are accessible.
- Update the "Risk Register" and ensure records are communicated to relevant personnel.
- Support the HSSE Compliance Controller by updating administrative records on a shared drive.
- Ensure site security teams possess up-to-date HSSE documentation and SOPs.
Regulatory Compliance
- Stay current with local and federal HSE regulations to ensure business compliance.
- Conduct random spot inspections for third-party work and enforce compliance with PTW policies.
- Achieve zero penalties for HSSE non-compliance and ensure uninterrupted business operations.
- Support compliance with security system reviews and arrange site surveys with authorized inspectors.
- Assist in renewing Trade Licenses by ensuring all HSE-related requirements are met, including necessary permits and certifications.
Learning & Development
- Seek training resources to enhance HSE knowledge and expertise, aiming for personal and professional growth.
- Get accredited as an Incident Investigator and certified in IOSH - Managing Safety, Fire Warden, and First Aid.
- Pass HSSE Flash Quizzes and achieve an average score of no less than 70%.
Required Skills To Be Successful:
- Strong analytical and critical thinking abilities.
- Excellent attention to detail and reporting skills.
- Fluency in English and Arabic for regulatory compliance and communication.
- Proficiency in Microsoft Office and computer systems for documentation and reporting.
What Qualifies You For The Role:
- Bachelor’s degree in a scientific field (e.g., engineering).
- 2 years of experience in HSSE or security roles.
- Accredited certifications as a firefighter, first aider, or related qualifications.
- Skills in analytical thinking, attention to detail, task prioritization, team management, and conflict resolution. Fluent in English and Arabic for effective communication with internal teams and governmental bodies.
