About the Role
The role is responsible for providing strategic technology thought and change leadership, architecture oversight, and end-to-end delivery of Oracle Banking solutions and products supporting the Bank's Corporate and Global Transaction Banking (GTB) businesses growth vision in Payments, Liquidity, and Virtual Account Management product portfolios.
The position requires extensive experience in implementing Oracle Banking products across multiple geographies and banking institutions, driving complex digital transformation programs, managing executive stakeholders, and ensuring compliance with regulatory and audit requirements across the UAE, Gulf, Asia, Europe, and US markets. The role will provide technology vision, innovation, and thought leadership to position the Bank's Corporate GTB and Payments capabilities and product offering as best-in-class in the region and globally.

Key Result Areas:

  • Define and execute the technology roadmap for Oracle Banking platforms supporting GTB and Payments.
  • Align technology strategy with the Bank's digital transformation objectives and business growth plans.
  • Provide executive leadership on modernization initiatives across Payments, Cash Management, Liquidity Management, and Virtual Accounts.
  • Drive adoption of modern architecture principles, APIs, cloud readiness, microservices, automation, and digital payment technologies.
  • Promote innovation and continuous improvement across the Oracle Banking ecosystem.
  • Lead end-to-end implementation, rollout, upgrade, migration, and transformation programs involving:
    • Oracle Banking Payments (OBP)
    • Oracle Banking Liquidity Management (OBLM)
    • Oracle Banking Virtual Account Management (OBVAM)
  • Ensure successful delivery of multi-country, multi-entity banking transformation initiatives.
  • Oversee architecture, solution design, integration, testing, deployment, and production stabilization.
  • Manage Corporate/GTB/BG book of work for payments, liquidity, and virtual account products and solutions.
  • Work closely with business and transformation office for requirement and delivery prioritization.
  • Ensure focus and prioritization on regulatory requirements and deadlines during prioritization and planning.
  • Ensure delivery within agreed timelines, budgets, quality standards, and regulatory requirements.
  • Ensure end-to-end traceability of requirements (BRD) with solution design (FS/SRS) and test scenarios and cases.
  • Provide deep domain expertise on various types of Funds Transfers and Payments including Domestic Low Value Fast Payments, Domestic High value payments, Cross-Border Payments, Salary and Vendor Payments, Liquidity Management (SIs, Sweeps, and Pools).
  • Drive modernization of payment processing capabilities supporting high-volume, real-time payment ecosystems.
  • Enhance Straight Through Processing (STP), payment automation, operational resilience, and customer experience.
  • Support implementation of emerging payment infrastructures and industry standards.
  • Partner with senior business executives, GTB leadership, Operations, Risk, Compliance, Finance, Information Security, and Architecture teams.
  • Act as the primary technology advisor for business transformation initiatives.
  • Manage executive steering committees and governance forums.
  • Build strong relationships with Oracle, system integrators, implementation partners, and external vendors.
  • Ensure Oracle Banking platforms comply with respective countries’ local regulatory requirements relating to Payments, Funds Transfer, AML, KYC, Sanctions Screening, Data Privacy, and Operational Risk.
  • Ensure adherence to internal Information Security and Cyber Security standards and policies, IT Risk frameworks, and audit requirements.
  • Drive regulatory readiness for payment modernization initiatives.
  • Support internal, external, and regulatory audits.
  • Establish delivery governance, architecture standards, project controls, and quality assurance practices.
  • Manage program risks, dependencies, budgets, vendor performance, and resource planning.
  • Implement effective testing, development, release management, and change management practices.

Operating Environment, Framework, and Boundaries, Working Relationships

  • The role operates within a highly regulated, mission-critical banking environment supporting Global Transaction Banking, Corporate Banking, Treasury, Operations, and Enterprise Technology.
  • The incumbent is expected to lead complex transformation projects and programs involving multiple business units, technology teams, vendors, regulators, and across geographically distributed environments.
  • The position requires balancing strategic technology planning with operational excellence while ensuring uninterrupted delivery of critical payment services.

Knowledge, Skills, and Experience
Education:

  • Bachelor’s degree in computer science, Information Technology, Engineering, or a related discipline.
  • Relevant Oracle certifications and enterprise architecture certifications are advantageous.
    Experience:
  • 20+ years of progressive experience within the Banking and Financial Services industry.
  • Minimum 15 years leading enterprise-scale banking technology programs.
  • Extensive experience implementing Oracle Banking products across multiple banking institutions.
  • Proven track record of delivering Oracle Payment Solutions and Large-Scale transformation programs.
  • Experience managing multi-million-dollar technology initiatives.
  • Demonstrated success leading geographically distributed delivery teams.
  • Strong exposure to banking regulatory environments of UAE, GCC, Asia, and other Global Markets.
    Mandatory Oracle Banking Product Skills:
  • OBP 14.x and Flexcube 11.x, 12.x Corporate Payment modules.
  • OBLM 14.x

    Solid Oracle Banking Products Implementation experience across:
  • Payments, Funds Transfer, Remittances.
