Position

Parsons is seeking an exceptionally talented Program Manager to join our team in Abu Dhabi, UAE! In this role, you will strategically plan and manage a team of client-appointed stakeholders to deliver a portfolio of diverse asset types, including retail, commercial, logistics, education, and hospitality projects for a renowned developer.

Job Description:

  • Portfolio Planning and Coordination: Develop and manage master schedules and timelines, overseeing their execution to ensure timely project completion.
  • Resource Management Oversight: Allocate resources, including personnel, materials, and equipment, for efficient utilization.
  • Contract Management: Oversee the negotiation, execution, and management of individual PMC contracts and directly appointed consultants.
  • Quality Assurance Oversight: Ensure that all work meets quality standards and complies with relevant regulations and codes.
  • Program Risk Management: Identify and mitigate risks that could impact the successful completion of projects.
  • Stakeholder Communication: Facilitate communication and coordination among project stakeholders, including clients, contractors, and regulatory agencies.
  • Reporting and Documentation: Review frequent PMC reports, monitor and report on program Key Performance Indicators (KPIs), service standards, and service goals. Participate in monthly project performance reviews with Development Leads, validating estimates, schedules, construction quality, and adherence to standards.

The Program Manager will also act as an executive cost consultant, managing and optimizing costs on a portfolio level, including budgeting baseline, cost analysis, risk management, reporting, documentation, and performance monitoring.

Required Skills:

  • Bachelor's Degree in Engineering, Business, or related field
  • Portfolio Management experience delivering various asset types
  • Experience managing 10-20 employees and multiple contracts simultaneously
  • Expert commercial skills
  • Experience in writing and delivering program and/or project execution plans
  • Strategic planning experience
  • Expert communication skills (Highly Proficient in English)
  • Prior experience in the MENA region

Desired Skills:

  • Bachelor’s Degree in Engineering, Business, or related field
  • 20 years of experience, with 5-10 years in the UAE
  • Technical expertise in real estate development, construction, and engineering
  • Technical expertise in commercial and cost management
