About the Job
The GIS and BIM Manager will be responsible for managing GIS and BIM activities, utilizing tools and data to address planning and urban design aspects of development at all levels to support decision-making within the Regional Planning Unit (RPU). This role involves employing GIS and BIM as core tools to create, gather, edit, and manage data, while coordinating with the RPU team and the Urban Planning Department to ensure information is optimized for urban and regional planning.
The GIS and BIM Manager will report directly to the Director of the Regional Planning Unit and engage with both internal and external stakeholders to ensure that all GIS and BIM activities align with NEOM’s Vision and fundamental master planning principles.

Responsibilities

  • Coordinate with other sectors and proponents, including the NEOM Land Registry team, to ensure that GIS and BIM data and processes are aligned.
  • Provide technical expertise in the development or review of policies and procedures related to GIS and BIM planning practices and systems.
  • Manage the GIS and BIM team, ensuring that guidelines, standards, and codes are adhered to in accordance with NEOM and UPD standards.
  • Continuously research and maintain knowledge of GIS and BIM technologies and best practices.
  • Utilize extensive knowledge of GIS and BIM to review plans in collaboration with other disciplines.
  • Prepare and update GIS data, analyses, maps, reports, and graphical representations related to master planning and urban design.
  • Collaborate with various sectors and departments to address master planning and urban design issues relevant to GIS or BIM systems.
  • Perform assigned tasks by the Director of the RPU, including presentations to stakeholders.
  • Provide technical consultations for interdisciplinary studies and analyses, preparing related reports as necessary.
  • Liaise closely with team members and consultants to incorporate review comments and recommendations into deliverables.
  • Participate in developing design review KPIs and lead their implementation in the team.

Knowledge and Experience

  • Over 10 years of extensive experience and comprehension of GIS and BIM systems in large, multi-disciplinary urban planning or development projects.
  • Proficiency in ESRI ArcGIS Pro software for data creation, editing, spatial analyses, and mapping presentations.
  • Experience managing ArcGIS databases, schemas, and setting up GIS web applications using ArcGIS Enterprise portal.
  • Familiarity with current industry technology that employs GIS/BIM capabilities for enhanced project design workflows.
  • Strong graphic skills and capability for independent report and graphic presentation production.
  • Proven ability to solve problems in real-time and make effective decisions in a fast-paced environment.
  • Excellent communication skills, both verbal and written, with a strong command of English. Capable of presenting confidently to varied audiences.

Qualifications

  • Bachelor's degree (Master's preferred) in a relevant design profession such as Master Planning, Urban Design, Architecture, Landscape Architecture, Engineering, Geography, or Mapping Sciences, with additional GIS/BIM education or professional accreditation preferred.
  • High preference for GIS certification from a recognized professional organization, such as GISP or ESRI, along with at least 10 years of GIS-related experience on large urban planning projects, preferably in the Middle East.
  • Strong communication capabilities with a high standard of English (oral and written).
