About the Role The HSE Officer plays a crucial role in executing safety practices and procedures, including the implementation of the Project HSE plan, task analysis, hazard evaluations, control measure recommendations, accident/incident investigations, and training program implementations. This position ensures the safeguarding of a safe working environment. Key Responsibilities - Monitor the execution of HSE activities on projects to ensure compliance with HSE requirements as per the project HSE plan and HSEMS standards. - Develop and implement emergency response procedures and evacuation plans for field locations to ensure safe evacuation. - Conduct training sessions for workers on HSE-related subjects, including incident prevention, first aid, and safety awareness programs to enhance awareness of HSE practices and procedures. - Identify existing hazards, unsafe work conditions, and practices daily, raise observation reports, and document corrective measures. - Address and report violations daily, making necessary recommendations for improvements. - Provide data for daily, weekly, and monthly reports to monitor and track HSE performance. - Orient employees on accident reporting procedures and emergency response monthly, and conduct daily toolbox talks (TBT) to notify precautionary measures before work deployment. - Ensure 100% completion of site induction training for all employees before commencing work. - Implement effective visitor/supplier and project personnel induction programs, maintaining daily logs. - Develop written risk assessments for each task before work commencement. - Communicate risk assessment findings and recommendations daily to all concerned personnel. - Ensure daily inspections of all project certified mobile plants and HSE equipment, updating logs monthly. - Conduct monthly inspections of fire extinguishers and maintain logs. - Inspect all site equipment, ladders, hand tools, and machinery daily by authorized personnel, with logs maintained. - Support HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies. Job Knowledge & Skills - Comprehensive understanding of health, safety, and environmental regulations and standards relevant to the industry, ensuring compliance with local, state, and federal laws. - Proficiency in conducting risk assessments and hazard analyses to identify potential risks in the workplace and develop effective mitigation strategies. - Ability to investigate accidents, incidents, and near-misses to determine root causes, analyze contributing factors, and recommend corrective actions to prevent recurrence. - Skilled in developing and delivering HSE training programs and initiatives to promote a culture of safety and environmental stewardship. - Effective communication skills for liaising with management, employees, regulatory agencies, and external stakeholders to convey HSE policies and initiatives clearly. - ERP knowledge, preferably SAP functional skills, are required for success in this role. Job Experience - Minimum 5 years of working experience, including 3 years relevant to HSE, with 2 years in the GCC being a plus.
