About the Role
The Lead HSE Engineer will coordinate the implementation of the PMC Safety policies, HSE Management System, and project-specific HSE Management Plans in support of the HSE function on the PMC Project with Kuwait Oil Company in Kuwait. This role is critical in ensuring compliance with relevant HSE legislation and HSE requirements, while developing and maintaining statistical data for the project and preparing reports for the PMC HSEQ Manager.

Responsibilities

  • Monitor the EPC contractor HSE Management System and advise EPC HSE managers to reduce risks to project employees and the environment.
  • Ensure the EPC contractors develop, implement, and maintain a specific project Risk Management Plan.
  • Oversee the EPC contractor subcontractor selection (ITB) processes in accordance with expectations.
  • Provide guidance on HSE issues through interpretation of policies and statutory requirements.
  • Ensure the establishment and maintenance of statistical data related to health and safety training programs.
  • Monitor compliance with all Kuwait legislative requirements, including updating PMC and EPC managers on amendments to requirements.
  • Review the EPC contractor Safety Management System and advise on necessary changes.
  • Develop and maintain professional relationships with regulatory bodies, and EPC contractors.
  • Conduct regular site visits to maintain awareness of HSE practices, and conduct safety talks and training sessions.
  • Pro-actively visit the site to promote safe work practices and implement safety measures.
  • Ensure a quality safety observation program is maintained at each site/project and follow up on findings.
  • Assist in identifying hazards and planning work to maintain a safe working environment.
  • Support the development and revision of specific site safety programs with EPC subcontractor safety advisors and site management.
  • Maintain a HS&E audit and assessment program for the location.
  • Perform regular inspections of work areas and prepare reports with the respective EPC contractor line manager or HSE representative.
  • Disseminate safety information throughout the workplace through various communication channels.
  • Assist in the accident investigation process and report findings accordingly.
  • Develop and implement safety initiatives aimed at improving safety performance and objectives.
  • Ensure HSE safety inductions are completed in compliance with EPC contractor SMS requirements.
  • Monitor the availability and use of safety apparel and equipment.
  • Advise on the development of project-specific procedures and Job Safety Analysis (JSA) training for subcontractor supervision.
  • Ensure effective communication of HSE matters between the company, EPC contractors, and their subcontractors.

Mandatory Qualifications

  • Bachelor’s Degree in Engineering.
  • Minimum 12 years total post-graduation experience.
  • Minimum 8 years of Oil & Gas post-graduation experience.
  • Minimum 5 years’ experience in a Lead HSE Engineer role.
  • Practical experience in design, construction, commissioning, and maintenance of oil/gas installations.
  • Familiarity with HSE management systems, reporting, and audit procedures. Excellent written and verbal communication skills.
  • Proficient in developing, updating, and maintaining in-house procedures, with knowledge of local and international safety standards.
  • Must possess two or more HSE certifications (certified courses) such as General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ICertOSH, ASSE Certificate in Global Safety Management, or equivalent courses.
