Key Responsibilities & Accountabilities

  • Safety Oversight & Inspections: Conduct and document daily walkthroughs and weekly and monthly inspections of rides, attractions, guest areas, exits, storage, and back of house. Record hazards, assign corrective actions with owners and deadlines, and verify closure. Immediately escalate critical risks and recurring defects.
  • Regulatory Compliance & Authority Licensing: Participate in all applicable authority licensing, renewals, inspections, amendments, and approvals for the park. Coordinate with GRO, department owners, mall management, and facility management on QCDD and Civil Defence approvals, MOCI licensing requirements, and relevant municipality, public health, food safety, and environmental requirements. Confirm applicability for each activity with the responsible owner and authority.
  • Licensing Register & Inspection Readiness: Maintain a consolidated register of licences, permits, certificates, conditions, owners, expiry dates, and submission status. Issue internal renewal alerts normally 90, 60, and 30 days before expiry, or earlier as needed. Coordinate documents, approved drawings, fire system maintenance records, ride inspection evidence, and closure of authority observations. Attend inspections and escalate approval delays or expiry risks to the General Manager.
  • Risk Assessments & Change Control: Maintain the SHE risk register and review assessments and Standard Operating Procedures (SOPs) with department owners after incidents or changes. Participate in SHE reviews for new rides, refurbishments, layouts, events, and operating changes; coordinate required approvals before implementation. Apply applicable Qatar requirements, authority conditions, manufacturer instructions, and adopted industry standards.
  • Ride & Attraction Safety: Verify completion of required opening checks and documented release by Operations and Maintenance. Audit guest restrictions, loading, restraints, two-part dispatch checks, supervision, and emergency access. Escalate unusual vibrations, repeated faults, and unsafe conditions. SHE checks do not replace technical inspections, repairs, or certification by competent authorized personnel.
  • Guest Safety & School Groups: Review crowd flow, queuing, capacity, group supervision, loading, and activity restrictions with Operations and Sales. Ensure faster throughput does not bypass safety checks. Monitor child safeguarding, lost child procedures, accessibility, and incident response. Assess birthday parties, camps, and special events before operation. Support all needs in managing these groups with Operations and Sales Department.
  • Incident Investigation: Ensure immediate care, area isolation, and escalation for serious incidents. Record injuries, near misses, unsafe conditions, and environmental incidents; preserve evidence and coordinate root cause investigations. Assign and verify corrective actions and effectiveness. Coordinate required external notifications through authorized management within applicable deadlines; protect medical and personal information.
  • Training & Competence: Develop and maintain the SHE induction, refresher, and toolbox talk programme and training matrix. Coordinate emergency response, first aid, fire warden, chemical handling, and PPE training. Verify operator authorization and practical competence records with Operations and Maintenance; retain attendance, assessments, and certificate expiry records.
  • Emergency Preparedness: Maintain plans for fire, medical incidents, ride evacuation and rescue, power failure, severe leaks, spills, and security threats. Align evacuation routes, assembly points, and communication with mall plans. Coordinate drills and ride rescue exercises with competent personnel to the approved schedule; document findings and improvements. Monitor first aid supplies, trained responders, and emergency communication readiness.
  • Fire & Life Safety: Inspect fire exits, escape routes, firefighting equipment, emergency lighting, and alarm access. Follow up servicing and defects with Maintenance, mall facility management, and approved contractors. Coordinate controls for fire system impairments and works affecting evacuation; retain testing, servicing, and inspection evidence.
  • Contractor Safety & Permit to Work: Review contractor competencies, risk assessments, and method statements. Monitor permits for hot work, work at height, electrical isolation, and other high-risk work. Check lockout and tagout, barriers, tools, public segregation, and safe handback with Maintenance and mall facility management. Stop unsafe work or attraction use where there is imminent danger; secure the area and notify the General Manager immediately.
  • Occupational Health & Hygiene: Monitor housekeeping, slip and trip risks, sanitation, welfare, ergonomics, manual handling, noise, and ventilation concerns. Coordinate food hygiene and pest control checks with responsible teams. Review water treatment and quality records for relevant attractions with competent owners and escalate unsafe conditions.
  • Environmental Stewardship: Maintain chemical inventories, safety data sheets, labels, safe storage, and spill controls. Monitor waste segregation and disposal records and track water, energy, and waste performance. Recommend practical reductions in waste and resource consumption and investigate environmental incidents.
  • Housekeeping & Security Supervision: Oversee outsourced housekeeping and security teams against agreed duties, SHE requirements, and service standards. Monitor inspections, staffing concerns, shift handovers, incident response, and emergency readiness. Escalate service failures through the contract owner; coordinate safety-related CCTV evidence through authorized channels.
  • Daily & Weekly Reporting: Prepare the daily SHE inspection and incident summary by the end of the shift or operating day, covering hazards, injuries, near misses, defects, contractor activities, and outstanding actions. Escalate urgent risks immediately. Provide a weekly update on overdue actions, licensing alerts, training due, and priority risks at the management review.
  • Monthly Reporting: Submit a consolidated SHE report to the General Manager by the fifth working day of the following month, unless otherwise agreed. Include incident trends, root causes, inspections, audits, corrective action ageing, licensing and certificate status, training, drills, contractor performance, environmental data, resource needs, and decisions required.
  • Half Yearly Reporting: Prepare a six-month SHE review within ten working days after each six-month reporting period. Compare performance against targets and the preceding period; assess recurring incidents, major risks, compliance gaps, and emergency readiness. Provide a prioritized improvement plan with owners, deadlines, and resource requirements.
  • Annual Reporting & Planning: Prepare the annual SHE performance and compliance review within fifteen working days after year-end. Evaluate objectives, incidents, audits, licensing, training, drills, and environmental performance. Prepare the following year’s SHE plan, inspection calendar, training programme, and proposed budget before the budget approval deadline.
  • Other Reports & Document Control: Prepare investigation reports, authority submissions, inspection responses, insurer reports, and management-requested analysis as required. Authority and incident deadlines take precedence over internal reporting dates. Verify figures against evidence and maintain controlled registers, SOPs, inspection records, and correspondence, with secure access and appropriate retention.
  • Leadership & Collaboration: Support SHE meetings, internal audits, external inspections, and insurer reviews. Maintain an action tracker and report progress against agreed targets for inspections, training, licensing readiness, reporting, and verified action closure. Encourage near-miss reporting and coordinate corrective actions across departments. Perform other reasonable SHE duties assigned by the General Manager within competence and authorization.
  • Authority & Accountability: GRO and authorized signatories retain formal application and signature authority; approved professionals retain specialist design and certification duties. Department heads implement controls in their areas. Participate in reopening reviews after unsafe conditions are resolved; reopening requires applicable technical and management authorizations.
