About the Role
We are seeking a highly experienced candidate with 8–12+ years of expertise in procurement, category management, strategic sourcing, supply chain, contracts, or commercial management. A minimum of 5 years of relevant experience in sectors such as offshore marine, vessel maintenance, subsea engineering, diving operations, or offshore construction/EPCIC projects is essential. The ideal candidate will demonstrate a strong capability in delivering commercial value through the management of complex tenders, supplier negotiations, cost modelling, and long-term contracting strategies. They should possess extensive exposure to offshore vessel operations (including DSVs, CSVs, AHTS, PSVs/MPSVs) and have a knowledge base that encompasses marine systems, subsea intervention services, and diving operations. A strong understanding of IMCA standards and offshore project risk allocation, along with financial acumen related to mobilisation costs and day rates, is highly desirable.

Key Responsibilities
- Manage and optimize assigned categories according to the organization's overall Procurement strategy.
- Develop and implement multi-year category strategies to drive additional value aligned with strategic business objectives.
- Responsible for strategic procurement processes within assigned categories, including supplier management and RfX sourcing of high-value orders.
- Present category or individual sourcing strategies to the Tender Committee or leadership as needed.
- Monitor global supplier markets, analyzing trends and conducting market assessments, cost models, and total cost of ownership analyses.
- Manage key supplier relationships, executing performance reviews and managing escalations effectively.
- Identify and manage category-specific risks, developing corresponding risk management initiatives.
- Collaborate with stakeholders to align procurement activities with organizational needs and obtain feedback to inform procurement initiatives.
- Participate in the evaluation of proposals, ensuring compliance with corporate policies and procedures.
- Lead contract management activities, including negotiations to secure favorable terms and monitoring contract expirations.
- Perform additional job-related duties as assigned.
Qualifications

Education & Professional Qualification:
- Bachelor’s degree in engineering, Business Administration, or equivalent required.
- Accreditation in Procurement / Supply Chain certification is preferable.

Professional Experience:
- Minimum of 8 years in Procurement & Supply Chain Management, preferably in a category manager capacity within a multinational company.

Computer Skills:
- Proficient in Word, Excel, PowerPoint, MS Project, and MS Visio; Oracle Fusion preferred.

Language Skills:
- Business fluent English required; business fluent Arabic preferred.

Market/Industry/Functional Knowledge:
- Solid understanding of local and international procurement laws, supplier management techniques, and market trends.
- Strong negotiation skills and experience in contract administration.
- Adept in analytical thinking, relationship building, and risk management.
- Demonstrate strong achievement orientation and a vision for strategy creation.
