About the Job
NEOM is seeking an experienced and business-oriented Technical Engineering Manager to lead the capacity, capital planning, and project design and execution for the continued development of NEOM. Successful candidates will be natural self-starters with Engineering/Architecture and Project Management experience and a passion for innovation. The role involves a deep understanding of large-scale Masterplans and Infrastructure design, implementation, modeling, estimating, and managing the creation of new cities and settlements.

This individual will provide leadership in setting up and managing infrastructures and build specifications, encompassing pre-contract work, internal teams, and vendor/customer relations. The Technical Engineering Manager will be responsible for managing the critical path and assisting other teams in delivering network capacity on time. An entrepreneurial approach is essential, along with a high work capacity, attention to detail, and agility to manage business changes while driving initiatives forward. Comfort in interfacing and engaging with various functional teams and individuals at all levels of the organization is crucial for success.

Key Accountabilities and Responsibilities

  • Collaborate with internal teams and external vendors/customers, conducting multiple weekly meetings to plan and track deliverables.
  • Evaluate and simplify current working procedures to enhance structure and track deliverables.
  • Lead technical design reviews and propose design solutions that meet business needs while leveraging global design standardization.
  • Create, submit, and track relevant Capex documentation to ensure projects are delivered on time, within budget, and provide optimal value.
  • Engage in detailed technical analysis and lead problem resolution as needed.
  • Communicate project status, facilitate decision-making, and manage help requests.
  • Oversee critical path scheduling and escalate potential risks and delays to leadership.
  • Assist in engineering and architectural capacity management.
  • Provide equipment projections to procurement and support for best value and competition.
  • Coordinate information flow between various teams in the organization.
  • Own and develop innovations and solutions as necessary.

Knowledge, Skills, and Experience

  • Strong knowledge of master planning, infrastructure, and iconic asset systems is an asset, with experience in mobility systems being a plus.
  • Proven technical leadership experience in the development and implementation of large-scale, complex projects.
  • Excellent proficiency in MS Excel, AutoCAD, MS Project, and PowerPoint.
  • A minimum of 5 years of experience.
  • B.S. or Master’s degree in Architecture, Engineering, or a related discipline is required.
  • Fluency in English is essential; fluency in Arabic is an advantage.
